The obt files are used for templates.
Microsoft Office 2003, Microsoft Office XP, Microsoft Office 2007/2010 and higher does not include Office Binder. Binder files can still be opened in later versions of Microsoft Office up until version 2003, with the Microsoft Binder Support add-in, called Unbind which can be installed through the Add and Remove programs menu.
